KEY RESPONSIBILITIES

The Director, Federal Government Affairs for the U.S. will report to the Head of Government Relations for North America. This role manages proactive engagement with government officials and monitors actions related to Alibaba at the Federal level, especially with Agencies. S/He will oversee Alibabas legislative and regulatory advocacy on issues such as ecommerce, digital services, product safety, intellectual property, technology, consumer protection, logistics, customs, export controls, tax, and competition. The role requires understanding and navigating the political dynamics of advocating for a global business based in China, including engagement with external resources like consultancies and trade associations. S/He should anticipate risks and opportunities, advise on engagement strategies, and advocate for Alibaba.

Additional responsibilities include:

  1. Developing and executing a government affairs program to support Alibabas growth and policy goals.
  2. Building relationships with key officials and managing engagement through forums and trade associations.
  3. Collaborating with international colleagues to develop outreach strategies.
  4. Providing strategic advice to senior executives on government actions and politics affecting the industry and Alibaba.
  5. Ensuring compliance with regulations and consistent government messaging across internal teams.

The ideal candidate will have at least 5 years of progressive experience, with a background in government relations and Agency engagement, and experience in both public and private sectors. A proven track record in managing high-level relationships and executing effective government affairs initiatives is essential. A reputation for ethical conduct is required.

  • Understanding of legislative and regulatory processes, including third-party stakeholder roles.
  • Excellent oral and written communication skills, with Mandarin proficiency or willingness to learn being a plus.
  • Collaborative style, ability to work cross-functionally, and integrity.
  • Proven results in political and corporate environments.
  • Ability to evaluate interests and develop strategies to achieve outcomes.
  • Keen attention to detail in a fast-paced, international environment.
  • Sense of urgency and stress management skills.
