Job Description and Duties

The Associate Governmental Program Analyst (AGPA) supports the Fiscal and Grants Management Unit (FGMU) within the Center for Preparedness and Response (CPR) by performing a wide range of fiscal, analytical, and administrative functions. This position is responsible for assisting with fiscal operations and grant management activities across multiple federal, state, and local funding streams related to public health emergency preparedness and response. This includes assisting with the development, monitoring, and reporting of budgets and grants, coordinating audits, supporting procurement processes, and contributing to strategic projects.

  • Prepare and monitor program budgets and monthly fiscal reports for multiple funding sources, including HPP, PHEP, Pan Flu, Ebola, Zika, and General Fund allocations. 
  • Ensure expenditures remain within authorized limits and comply with applicable fiscal policies and procedures. 
  • Review and evaluate budget requests, revisions, and allocations from CPR programs and centers. 
  • Collaborate with budget, personnel, and accounting offices to establish and maintain accurate expenditure tracking codes and ensure proper use of accounting principles and timelines. 
  • Maintain comprehensive tracking systems for federal and general fund revenues and expenditures. 
  • Prepare fiscal budget displays and provide analytical insights and recommendations to management to support decision-making. 
  • Support the development and review of mid-year and annual grant reports. 
  • Assist with processing local assistance invoices, tracking encumbrances, and monitoring local grant fund expenditures to ensure fiscal accountability. 
  • Coordinate and respond to state and federal audit requests in collaboration with the grant compliance unit, accounting, and CPR leadership. 
  • Track audit timelines and serve as liaison with auditors and assist in resolving audit findings. 
  • Develop and maintain local assistance procurement packages, including scopes of work, budgets, and required exhibits, in accordance with CDPH procurement guidelines. 
  • Maintain accurate procurement documentation and assist in researching contractor qualifications and resolving contract-related issues.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions


Telework Information

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.


Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Analytical thinking and the ability to approach problems using logical, systematic, and data-informed methods.
  • Familiarity with public sector budgeting practices, expenditure tracking, and financial reporting.
  • Experience working with federal and state funding sources such as HPP, PHEP, and General Fund is a plus.
  • Strong oral and written communication skills to effectively convey complex fiscal information, draft reports, and collaborate with internal and external stakeholders.
  • Understanding of the structure, policies, and procedures of state government, particularly in a public health or emergency preparedness context.
  • Ability to work collaboratively with diverse teams, including program staff, auditors, and fiscal offices.
  • Commitment to providing excellent service to internal clients, including program managers and leadership, by anticipating needs and delivering timely, accurate support.
  • Experience managing multiple priorities, meeting deadlines, and supporting special projects or audits with minimal supervision.
  • Competence in Microsoft Excel and other fiscal tracking tools.
  • Willingness to work outside core business hours during emergency response operations and to travel occasionally for meetings, trainings, or audits.
