Job Description Provides comprehensive administrative, policy and programmatic support to the City Administrator/Chief of Staff and receives minor guidance in the performance of work assignments. Works independently to manage complex special projects including legal research and advisories and is accountable for the successful completion of associated tasks within specified deadlines. Oversee administratively managed boards and commissions assigned. Will conduct presentations regarding policy to city council, non-profit organizations, and other related entities. Strong interpersonal, technological and communications/social media skills are essential, especially written, in dealing with all levels of federal, state, city and county governments and agencies, and with the public. Detailed, organizational skills are essential to this position, as are knowledge, skills and abilities necessary to research, develop and implement policy, programs and advises on local, state, and federal laws and regulations. Requires a bachelor's degree in public administration or related field, or paralegal certification. Master's degree preferred. Five years' experience in public administration, paralegal, or equivalent combination of education, experience and training. Three years' experience in an executive or senior level support position preferred.

Description of Duties Provide direct support to the City Administrator/Chief of Staff and the Mayor to assist in management and direction of annual objectives.
Under the supervision of the City Administrator/Chief of Staff, assists in the daily administration and operation of city government.
Conduct in-depth research to analyze the effectiveness, benefits, and drawbacks of current and proposed policy frameworks.
Perform accurate legal and policy research as it relates to local, state, and federal laws and regulations.
Research and apply best practices for municipalities based on data collection to ensure conformity with models used by other cities and counties.
Assists in the development, implementation, and evaluation of certain plans, programs, policies, systems, and practices to attain city-wide goals.
Use federal law, state statutes and city ordinances to verify that policies meet requirements.
Create spreadsheets, presentations, databases, correspondence, forms, and reports as well as compile information for meetings and presentations.
Monitor and verify compliance with city cable ordinances and franchises through performance of customer surveys, telephone audits, and review of federal legal, financial, and technical requirements.
Often serves as City Administrator/Chief of Staff or Mayor's representative or liaison with various agencies, boards, committees, community groups.
Assist with responding to citizen complaints to include diplomatically fielding telephonic or in-person inquiries and assisting in solutions or directing public to proper authority.
Provide input and support for City Administrator/Chief of Staff annual departmental goals and objectives.
Plan and attend special events, meetings, professional conferences, seminars, and training as directed.
Communicate and maintain working relationships effectively with city officials, employees, vendors, contractors, consultants, attorneys, the public, outside agencies, and other individuals as needed.
Responsible for substantial amount of public contact and interaction with local, state, and federal officials.
Coordinates and supports the development of departmental program goals and performance indicators to ensure objectives remain focused on the city's mission and Mayor/Council priorities.
Anticipate and prepare for future policy requirements of the manager in order to reduce or eliminate unnecessary delays and/or to streamline operations.
Train city staff, councilmembers and community organizations on current and newly developed mayor-council approved policies and initiatives.
Additional Tasks and Duties
Refine existing work methods and processes by developing new techniques, concepts, or programs within established limits or policies or recommending changes.
Use appropriate independent judgment in carrying out general instructions.
Other related duties as required or assigned.
Qualifications Bachelor's Degree Public Administration or related field, or paralegal certification.
Master's degree in related field preferred.
Minimum of five (5) years' experience in public administration, paralegal,or equivalent level of education, experience, and training.
Three (3) years' experience in an executive or senior-level support position preferred.
Supplemental Information Knowledge of city government or other public-sector operations.
Extensive experience using designated software, including Microsoft Office, and the use of a simple graphics program.
Extensive experience using social media and related media programs.
Strong writing and program development/management skills.
This position requires an equal amount of time spent standing, walking and sitting.
Lifting, pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required. Use of hands, arms, and fingers required
Audio, visual and verbal functions are essential to the performance of this position.
The majority of workday is spent in a controlled indoor environment.
